Luce/SFS Program on Religion and International Affairs


A collaboration between Georgetown’s Edmund A. Walsh School of Foreign Service (SFS) and Berkley Center for Religion, Peace, and World Affairs, the Luce/SFS Program on Religion and International Affairs was inaugurated in 2006. During its first two years, the program created and communicated knowledge in two critical areas: Religion and Global Development and Religion and US Foreign Policy. In November 2008, the Luce Foundation renewed the Luce/SFS Program through the 2010-11 academic year. The program’s activities around global development and US foreign policy will continue alongside two new priorities – short courses on religion and world affairs for professionals; and a Religion and International Affairs Network that links thought leaders and practitioners worldwide.
Religion and Global Development. Under the leadership of Professor Katherine Marshall, this program area engages the role of faith-inspired groups and ideas in both donor and developing countries with the goal of improving religious-secular cooperation. Its components include new undergraduate and graduate courses; a series of global consultations on the role of faith-inspired organizations (thus far in Washington, DC; The Hague; and Antigua, Guatemala) and issue surveys (thus far on HIV/AIDs, Gender, Shelter, Governance, and Malaria); as well as the development of online knowledge resources that provide an ongoing mapping of regional trends and issue evolution. 2009-10 activities will include an Asian consultation in Cambodia, a conference on religion and migration, and further issue briefs and online resources.

Religion and US Foreign Policy. This program area examines the domestic and international dimensions of religion as a foreign policy issue for the United States. Led by Professor Thomas Farr, its key components include new undergraduate and graduate courses; conferences on the religion/politics interface in key countries (Iraq, Afghanistan, and Israel); and symposia on the origins, trajectory, and future of US international religious freedom policy. 2009-10 activities will include conferences on the role of religion in US efforts to promote democracy and on the politics of proselytism.

Short Courses for Professionals. Coordinated by Professor Eric Patterson, this program area involves the development of short courses for US government and international organization professionals designed to improve their knowledge of religion as it intersects with foreign policy and global development issues. The courses will be flanked by the development of case studies that address the role of religion in key countries and regions and around critical issue areas. A first three-day seminar was held in collaboration with National Defense University in June 2009 on the theme of “The Religious Dynamics of War and Peace.” 2009-10 activities will include further seminars and new forms of outreach to the US government and international organizations.

Religion and International Affairs Network. The construction of the network will begin in 2009-10 with a workshop in Berlin, Germany, to convene scholars and practitioners on both sides of the Atlantic working at the intersection of religion and global policy challenges. The network, which will go beyond the Atlantic area, will feature the development of extensive online resources that will allow for the sharing of and discussion of projects and perspectives around the world on an ongoing basis.

The events, programs, and knowledge resources enabled through the Luce/SFS program have fostered collaboration among the following SFS programs and centers: the Institute for the Study of International Migration, the Security Studies Program, the Prince Alwaleed bin Talal Center for Muslim-Christian Understanding, the Program for Jewish Civilization, and the Institute for the Study of Diplomacy.
